The Biotech Parks and Bitoech Incubation Centres provide an excellent template for the promotion of Biotech start -up companies and the promotion of Public Private Partnership.  Biotech Parks are facilities created mainly to promote tiny, small and medium biotech entrepreneurs. The Biotechnology Parks and Biotech Incubation Centres provided a good template for the promotion of Biotech start up companies and the promotion of Public Private Partnerships. Biotechnology has the potential to provide environment friendly products and processes in almost all areas of economy. The biotech industry included either service driven companies, or product driven companies. In India, biotechnology has created lot of employment especially in agriculture and allied sectors.

Tiny and small entrepreneurs can initiate modern biotech products if they come from academia with proof of concepts with them. Such possessions require a backup of basis research with potentials of applications. The Indian Academia is not based upon the application-oriented research; there may not be many who are ready to come forward to take a business risk.

Biotechnology parks are established to facilitate product advancement and innovation through the development of biotechnology industrial cluster and to produce biotechnologists and entrepreneurs who have strong foundation in research and innovation.

With large number of multinational and bio-pharma companies initiating their R&D and manufacturing operations in India, the demand of biotech incubators has increased.
Both Central and State Governments are making their earnest efforts to promote biotechnology activities in the country by setting up biotechnology parks, incubators as well as pilot projects through public private partnership. DBT has supported the following biotechnology parks and incubation centres located in different states for the promotion of Biotech start-up companies and the promotion of Public Private Partnerships.

Biotech Parks are facilities created mainly to promote tiny, small and medium biotech entrepreneurs. The Biotechnology Parks and Biotech Incubation Centres provided a good template for the promotion of Biotech startup companies and the promotion of Public Private Partnerships. Tiny and small entrepreneurs can initiate modern biotech products if they come from academia with proof of concepts with them. Such possessions require a backup of basis research with potentials of applications.
Biotech companies located at biotech parks are eligible for benefits as per the recent changes in the Foreign Trade Policy:

  • Duty-free import of equipment, instruments and consumables.
  • Tax holiday under Section 10A / 10B of the Income Tax Act

A scheme will be put in place for operationalizing of the incentives to biotech units located in biotech parks. As a part of this scheme biotech company located in biotech parks to be allowed a five-year time frame to meet the export obligation norms under the SEZ scheme. This measure helps to address the long and unpredictable gestational time lines that are inherent to biotech product development. Diverse array of biotech parks creates healthy competition. 

 

1. Agri Science Park, Hyderabad

 

The Government of Andhra Pradesh has established the Agri Science Park (ASP) in collaboration with International Crops Research Institute for the Semi-Arid Tropics (ICRISAT) in December 2003. The mission of ASP is to emerge as a hub for public-private partnership to enhance the commercialization of scientific technologies and knowledge through market mechanisms for the benefit of the poor people. The 25-acre Agri-Science  Park,  with  3,000  square  feet  of  laboratory space,  has  already  incubated  108  ventures  in  the  agribusiness sector. The Park comprises an Agribiotech Park, Agri Business Incubator, a Hybrid Seeds Consortium, and SAT Ecoventure. Three ventures have come up in the Agri-Biotech Park. Amongst them is a facility for testing aflatoxin contamination in food crops. The two other collaborations are with Avesthagen and the Suri Sehgal Foundation. Four companies have joined the Agri-Business Incubator to incubate technologies. These being Rusni Distilleries for the production of ethanol from sweet sorghum; Bioseed Research Ltd. for the development of transgenic cotton; Seed Works Ltd. for the development of transgenic cotton and vegetables; and Sessler Tom and Hyglass for the development of fermentor and agricultural implements.

2. Bangalore Helix, Bangalore

 

Bangalore Helix, the biotech cluster being planned by the Karnataka government, aims to support biotech units with common infrastructure. The biotech incubator is coming up in an area of about 10-15 acres in the Biotech Park. Bangalore Helix offers incubation facility, common instrumentation facility, a business center, commercial and recreational areas, high-end computing facility, pilot plant, medical sample repository, gene bank etc.
Helix Corporation is into the distribution of biomedical equipments since 14 years with a reputed clientele spread all over India. It is based in Bangalore and represented all over India by a strong dealer network .The core products include Fluke Biomedical testing and calibrating equipment , Medical gas pipeline systems , TreyMed Capnography modules, Kingbell bedhead Panels,Atlas Pendants and Danmeter.In addition to these we also deal in pulmonology equipment - spirometers , nebulizers , IBP sensors and SPO2 OEM boards. 3. Biotechnology park, Kharagpur, West Bengal

 

The park is expected to come up on 100 acres in and around Kalaikundla, near Kharagpur on land that belongs to the ministry of defence. Efforts are also on to secure an additional 100 acres adjacent to it for setting up a township with related social infrastructure. "WBIDC will organise two investors meets to identify prospective investors and thereafter invite expressions of interest (EOI) for selection of strategic partners with technical support from IIT-Kharagpur," Nirupam Sen, the state's minister for commerce & industries said.
The key focus areas identified include phytomedicine & neutraceuticals, bio-materials, bio-medical devices and bio-informatics, S Dey, head of IIT-KGP's department of biotechnology said. The institute will play the role of a 'knowledge partner' to incubate and scale up these ventures and put its IP into commercial use. "We have already spoken to around 25 potential investors, including our alumni regarding the venture. The response has been extremely positive so far," professor Dube added.

4. Biotech Park at Lucknow

 

The Biotechnology Park at Lucknow is being set up on 8 acres of land provided by the  Department of Science & Technology, Government of Uttar Pradesh. The Biotech Park has been registered as a Society under UP Registration Act 21, 1860. Management structure include a Society, the Governing Body and an Advisory Committee.

It is a technology incubator that offers incubation and state-of-the-art infrastructure facilities to the start-up companies. The park has been approved as the Industrial Park. The park is now eligible for incentives and concessions under the Industrial Park Scheme, 2002, of the Government of India. The Park till date houses 16 entrepreneurs (5 are USA based) out of which four signed agreement with Biotech Park during 2008-09 have occupied nearly all of the 50,000 square ft. of air-conditioned space available as of date for setting up their R&D and production facilities. Besides this the Park provides knowledge support to two companies of which one is located at Rajasthan. 243 graduate and postgraduate students (120 Bioinformatics & 123 Biotechnology) received short term (one to six months) training. 500 beneficiaries (Managers, Officers of various research institutes and industries, Students) were exposed on biotechnology related enterprises and activities. 150 farmers were trained in agri-biotechnology like biofuel, tissue culture, biofertilizers, vermicomposting etc.

5. Biotech Parks in Rajasthan

 

RIICO has developed Bio Tech Park in an area of about 30 acres at sitapura, Jaipur.  The park is located on Jaipur KotaNtional Highway, just 4 km from the Airport and about 15 km from the city.  Good quality infrastructure such  as earth station power, telecom, roads, educational institutions, water supply etc
Biotech Park at Boranada,Jodhpur:  RIICO has developed another BioTec park in an area of about 30 acres at Boranada near Jodhpur.  The parks is located about 15 km from the city.  Good quality infrastructure is available in the park.  Biotech Park at Chopanki: RIIcO  has developed Bio Tech Park in an area of about 45 acres and is located about 15 km from Bhiwadi .  Good quality infrastructure such as power, road, water , supply etc is available in the park.

6. Golden Jubilee Biotech Park for Women Society, Kanchipuram

 

This Biotech Park was set up with the aim of allowing professionally qualified women to take up a career of remunerative self-employment, through the organization of environment-friendly biotechnological enterprises. The Park has a Technical Resource Center (TRC) to assist in the field of quality testing, technology development and training. 20-acre Golden Jubilee Biotech  Park for Women Society in Kanchipuram, Tamil Nadu,  which houses 10 enterprises involved in agriculture, food and nutrition, medical devices and healthcare, environment  and  energy. The park has Technical Resource Center, bio supermarket, training center and business center. The park is at Kelambakkam, 41 kms south of Chennai.  Human resource development of different aspects of biotechnology including entrepreneurship development, patenting and biosafety aspects have been initiated and 300-500 scientists are trained every year in these fields in this park. The Park will have 20 shed modules of 100 sq.mtrs. of complete area and 300 sq. mtrs. of open land and 45 land modules of 1000 sq. mtrs each- all of which will be provided on lease. Common facilities like cold storage warehousing, Internet facilities and e-commerce will be available at moderate charges. Efforts are also being made to develop a common brand name to focus attention on the qualitatively superior products than what is available in the market.

7. Gujarat Akruti Biotech Park, Vadodara

 

The Government of Gujarat is developing a biotechnology park at Savli in Vadodara in three phases, in an area of over 700-acre. The park is being developed under public-private partnership. The park has two components – an Innovation Arcade, which is to be developed by a private developer and an Industry Arcade, which is being developed by the state government.
Akruti biotech Park, is a Biotech Park Project undertaken by Gujarat Akruti TCG Biotech Limited (GATBL), under mandate of the Government of Gujarat . GATBL is the Joint Venture company between Akruti City Ltd. (formerly Akruti Nirman Ltd.), TCG Urban Infrastructure Holdings Limited and Government of Gujarat, with Akruti being the majority stake holder to develop a state of art Bio Technology Park at Savli, Vadodara about 14 km from Vadodara Airport and 8 km away from the National Highway.
Facilities available in Park include incubation centre (86,000 sq. ft.), Modular wet labs, Common equipments, Pilot plant, Tissue culture labs for plants and animals. The park has Industry Arcade, Utility services, Centre of Knowledge, namely Gujarat Research Institute for Biotechnology (GAURI) and Business centre.

8. Guwahati Biotech Park, Guwahati, Aasam

 

Guwahati Biotech Park (GBP) spread over an area of 100,  promotes entrepreneurship in the Northeast India on Science and business form a platform. Situated in northern bank of the river Brahmaputra, surrounded by lush green environment and in proximity to premier Institutes of Northeast India: IIT Guwahati, Assam Engineering College, Institute of Advanced studies of Science & Technology and Gauhati University and the Brahmaputra Industrial Park.
Areas of focus are Healthcare/Pharmaceuticals, Agro-technology, Food Processing and Bioinformatics. GBP would provide equipped laboratory space to the companies to translate their research ideas into commercializable technologies without risking huge investments on buildings and equipments.

9. ICICI Knowledge Park, Hyderabad

 

Launched by ICICI Bank Ltd, in partnership with the Government of Andhra Pradesh, the ICICI Knowledge Park is committed to facilitating business-driven research and development. ICICI Knowledge Park has developed as a world class center for leading-edge business driven research. It is recognized as the scientific and industrial research organization, and is entitled to full customs and excise duty waivers. The 200-acre ICICI Knowledge Park has 35 R&D  companies involved in the life sciences. The park is spread over 200 acres of campus at Turkapally near Hyderabad. The project is being developed in phases. With full occupancy in the first two phases, the ICICI Knowledge Park is in the process of developing the third phase with an investment of Rs 7 crore to create 22,000 sq ft infrastructure to accommodate 13 laboratories. Already about Rs 42 crore has been invested in setting up the first two phases of the park.
As many as 13 companies are operating from this park that offers land plots of varying dimensions to build research centers and pilot plants as per specific requirements of the resident companies. While the park encourages research and development in all knowledge intensive fields, the current focus of the park is in the areas of biotechnology, pharmaceuticals technology, specialty chemicals, new materials, information technology and telecommunications. The park offers fully air-conditioned modular laboratory units with standard facilities and services for establishing state-of-the-art research centers for conducting advanced scientific research.

10. International Biotech Park, Pune

International biotech park (IBP) is a joint venture project between the Maharashtra Industrial Development Corporation (MIDC) and TCG Urban infrastructure Holding Ltd.(TCGUIH). A total of Rs. 250 crore was invested in the project. The development, promoting and the marketing of the 110 –acre park at Hinjewadi, near Pune, is done by TCGUIH. Currently about 10 companies and research institutes have booked space in the park.
International Biotech Park (IBP) is a public-private initiative to promote a premier life science research. The park is designed to meet the needs of biotech companies from India and abroad by providing lab space and land with world-class infrastructure facilities that include a Bio-resource Center, built up space and developed land with commercial and other support facilities. Areas of expertise are medical and pharma biotechnology. It has Incubation center with shared analytical and instrumentation facilities. International Biotech Park in Pune, houses 12 enterprises in medical and pharmaceutical biotechnology across 100 acre. International Biotech Park (IBP) is a joint venture project between the Maharashtra Industrial Development Corporation (MIDC) and TCG Urban Infrastructure Holding Ltd (TCGUIH), a Chatterjee Group company. With a total investment of Rs 250 crore in the project, MIDC will hold approximately 12 percent of the paid-up capital while TCGUIH will hold the remaining 88 percent. TCGUIH develops, promotes and markets the 110- acre park at Hinjewadi, near Pune. Park has about 10 companies and research organizations who have booked space and will start setting up their units. Emcure Pharma and Shreya Biotech have already started operating their activities from the park.

11. Kinfra Biotech Parks, Kerala

 

Kinfra Biotech Parks are the combination of  Technology Incubation Center (TIC) providing modules for R&D in biotechnology, pilot plant and a business enterprises zone (BEZ) consisting of developed plots to be utilized for setting up industrial units. Kinfra Biotech Parks are being developed at two locations, Thiruvananthapuram and Cochin, in Kerala with the areas of 25 acre and 50 acre respectively. Kintra Biotech Parks, one in Cochin — expected to house nearly 20 biotechnology units focused on marine, herbal and agricultural biotechnology, with shared facilities such as a Biotech Incubation Center. 12. Kolkata Biotech Park

 

This is situated at EN 24, Sector V, Salt Lake, Kolkata 700091 having a built-up area of 38,000 sq. ft and has been procured by the West Bengal Biotech Development Corporation Ltd (A Government of West Bengal Undertaking) in 2011.

13. TICEL Bio Park, Chennai

 

TICEL Bio Park was established in Chennai, in November, 2004. TICEL acts as a hub for biotech R&D industry in major domains of biotechnology such as medical biotechnology, nutraceuticals, agricultural biotechnology and bioinformatics. The tenancy area has 74 modules of 1,525 sq. ft each, available for clients to develop their own customized R&D labs. Ticel Bio  Park,  which  is also located in Tamil Nadu, has 12 companies in medical biotechnology, nutraceuticals, agricultural biotechnology and bioinformatics. 14. MITCON Biotech Park, Pune

 

MITCON Biotechnology Incubation Centre at Pune is sponsored by DST, Govt. of India & APCTT, New Delhi. MITCON Biotechnology centre provides comprehensive updates on technologies that can be commercialized, technical / entrepreneur training, consultancy and product support services. The main thrust area is in the field of agri-biotechnology. The centre houses facilities for Microbiology, Tissue Culture, Bio-fertilizer, Bio-pesticides, Advanced Biotech Incubation and Entrepreneurship Development, Information Repository and Consultancy Services. 15. Punjab Biotechnology Park Ltd. (PBPL), Dera Bassi, Chandigarh, Punjab.

 

Punjab have a biotechnology park at Derabassi near Chandigarh spread over an area of 100 acres of land at a cost of about Rs 126 crore. It facilities to test and certify agro-processed food and medicinal and aromatic plant oils, a benchmark essential for experts of these projects to other countries. The facility is expected to boost exports from the other north Indian states.
The Punjab State Council for Science and Technology (PSCST), the nodal agency for promotion of biotechnology sector in the state, jointly with the private partner, Beckons Industries, has set up a company – Punjab Biotechnology Park Ltd (PBPL) to develop and promote the park. The park f broadly ocusing on the agriculture, pharma/healthcare, energy, environment and industrial segments. The park have incubator facility to offer enterprise development support to the biotechnology industry.
DBT has pledged support of Rs 7 crore and the Government of Punjab will be investing about Rs 3.5 crore for the incubator. The facility will be set up on the 27-acre land, which has been acquired. This incubator is expected to be functional during 2005-06. In addition, the bio inputs area-biofertilizers, biopesticides and growth hormones is being actively looked into.
The manufacturing of nutraceuticals, cosmoceuticals and biomolecules based on new drug discovery research are some other potential areas of interest.

16. Shapoorji Pallonji Biotech Park

 

The Shapoorji Pallonji Biotech Park is a venture of Shapoorji Pallonji Group of companies, and is spread over 300-acre near Hyderabad, India. The park is located in the Genome Valley, India’s first state-of-the-art biotech cluster for life science research, training and manufacturing activities. The Shapoorji Pallonji Biotech Park, will have 26 companies specializing in life sciences, health care and pharmaceuticals. About 17 companies have already taken the position and have set up their units at the Park making an investment of about Rs 400 crore. Phase II will occupy 162 acres while phase III will occupy 100 acres of land.
The Park has forged alliance with leading Research Institutions in India as well as Biotech organizations abroad. The Park is a member of International Association of Science Parks as well as Biotechnology Industry Organization, USA and has agreements for mutual collaboration with the Research Triangle Park, USA; Technology Park Heidelberg, West Germany and the Biotechnologies Park Luckenwalde, New Berlin. The facilities like ready to use modular wet labs on lease rental basis, a Biotechnology Incubation Centre (including Pilot Plant), Business support facilities are currently available in the park.

17. Savii  Biotech  Park  in  Vadodara, Gujarat

 

The State Government of Gujarat, in its resolve and continued endeavors for socio-economic up-liftment of society, has identified Biotechnology as most potential tool for development. The State intends to promote biotechnology sector by building appropriate image, encouraging entrepreneurship, strengthening organizational colorations and forecasting business partnerships. For facilitating the development of biotechnology in the State, Government of Gujarat has constituted Gujarat State Biotechnology Mission, under the aegis of Department of Science and Technology.Gujarat State Biotechnology Mission is a nodal agency of Department of Science & Technology, Govt of Gujarat to promote, support and facilitate the development of biotechnology in the state by promoting research and development, by generating the quality human resource and by supporting the development of biotechnology industries by taking effective measures and policy and planning level. To promote, support and facilitate the overall development of Biotechnology in the State. To provide institutional, legal, financial and policy support. To facilitate Entrepreneurship in the state, GSBTM is setting up ‘Savli Bio-Incubator’ – a Technology Business Incubator at Savli Biotech Park, Vadodara.For the development of Savli Bio-Incubator, GSBTM is looking manpower for different positions.
11  companies  across  all  major  sectors  of  biotechnology have been recommended for land allotment in the first phase of the project. The phase I work covers 90 acres, phase II covers 125 acres, and phase III will span up to 500 acres
